That would be just about the only excuse, because being a Friday and the night before Halloween, maybe the younger viewers of both shows just didn't watch this week. Still, for both to have great Halloween episodes and score just low ratings has to be hard for CBS to swallow.
I'm hoping that the first episode CBS repeats (which should be mid-late November I believe) is this one, because it was a good one.
It's very competitive with some pretty good established shows.
On Friday alone, I DVR the first 2 CBS shows, Law & Order, Ugly Betty, and Smallville. Those are all veteran shows with a track record and some decent followings.
That's more for me than just about any night.
Add that to a low viewing night, plus USA shows are new right now (If I am correct) and you've got lower ratings than these shows should get.
I mentioned on another thread that CBS could bolster their Sunday by moving GW and Medium to 8-10p Sunday and place TAR on another night (maybe Wed 8p). Then do a comedy block into Cold Case into Numbers on Friday knowing you might just go with reruns next year.

Sigh... I'll hopefully think that Halloween had some factors towards lower ratings overall for this Friday.
CBS, decent overall but still down. Even Numbers beat Medium. Medium did not do as well as everyone though with its Halloween centric episode. Ghost Whisperer is still doing decently but I wonder if it could match last season's ratings, even for a few episodes.
Law and Order... tick up! Tick up! Still decent with 7 million and 1.4 in the demo but I would feel more comfortable if it was closer to GH ratings. I wonder if NBC would consider flipping L&O and Dateline. Dateline is still doing very decently. So, Dateline can produce very decent ratings if its airing once a week in a consistent timeslot. Jay does not look as bad on Fridays but it should still do better, if only slightly.
A House repeat bested the regular FOX lineup. Yep. However, I hope FOX doesn't go the way of repeats on Fridays. Watch as Dollhouse fans defend its ratings! (I'm a fan so I can poke fun)
Supernanny and Ugly Betty aren't doing that horrific but again, bested or coming very close to bested but a House Repeat. 20/20 is still doing pretty decent with little lead in help.
So... Smallville tied Ugly Betty in the demo. Yeash.
Can't wait for Monk and White Collar ratings. At least NBC had the foresight to schedule their shows so they don't conflict with each other. (Remember last season, NBC had Lipstick Juungle and USA has The Starter Wife on at the same time. They both would have still failed but airing against each other did not help.)
Only Monk could make a dog-centric episode and make you close to tears. P.S., did any one else watch Monk and think the dog looked like a younger, smaller version of the dog from Married with Children? White Collar is chugging along nicely. I'm glad they toned down Neal's all-knowing mind thing he had going on in the pilot.
CBS, which is usually very stable on Fridays, has just had a very strange season. One week one show is up, the next week another one is up, and another is down. The three shows just don't seem to be in sync.
seriously you should run the CW, these are sensible changes. Reaper was doing so much better than melrose or 90210 and they could care less. They don't realize the shows that they have.

While that may be true, there is no way to know if those ratings would have held up. Example: Close To Home (Right?), towards the end of the season, over 10 million/2 in the demo. That would be tops on this night but that was like 3 years ago so... No way to tell.
Syfy, Starz, and TLC also have originals on Friday. Not every one of these shows are high rated, but with a limited audience and cable getting more into originals, the audience is getting more and more fractured.

MIT probably would have pulled numbers very similar to UB. Serial shows have a track record of doing poorly on Friday nights. However, WMC could have grown if ABC was patient. WMC was cancelled too fast.

You can't compare ratings from two years ago to last night and believe they would have remained stagnant. I'm sure Womens Murder Club would be doing no better if it stayed on the air. It's Friday night, people have better things to watch (mostly from their dvr).
