I think Dancing doesn't want to set the precedent of bringing back stars that were voted off. Rocco is great and I hope that people know that he is on the chopping block that they will vote for him. He doesn't deserve to leave so soon.
Bringing back Kim wouldn't have helped, I don't think she would have improved at all and I was willing to give her a chance and who would want to be voted off twice?
ABC clearly wanted to bury that show for whatever reason -- they gave it a difficult thursday slot after a long hiatus. If a network really believes in a show, they wouldn't treat it as badly as it did Chief and also men in trees. Look at NBC, they believe in the office and it's ratings have improved and in 30 rock and it's got emmy gold.

If I recall, once Steven Bochco took over, he ruined the show creatively and House ate it up. In January, it was around 10 million and below a 3 in the demo. Then it dropped a bit more and ABC decided extra Jim, Hope and Faith, and the short lived but critically acclaimed Sons and Daughters were more deserving. Plus they had put it on hiatus for creative reasons. The final eps were back up to snuff but too little too late. What would've helped was giving it a slot on any night but Thursday (even Friday at that time was better for ABC).

The show was sagging ratings wise and having production issues before the hiatus, so it would only be fair to say ABC assisted in its burial.

Ya they're real scheduling geniuses at ABC. If I recall correctly, it had like 8 weeks between new eps from November to January and then it only aired like 4 weeks because creatively it was awful and Idol was having a hay day. Not to mention, Jim and Rodney were sucking more than usual as lead ins (this was the season Jim really started his drop). ABC had really no other options. Oh wait. They did. They gave Mondays at 10 to What About Brian, which was so flawed it was an entirely different show come season two.

Its okay. Your generation wasn't known for Full House (we'll never live that one down). Saved by the Bell was equally bad in that it wouldn't die (but the Jr. High and original HS cast were great!).
It never got THAT BAD for me. By the time I hit 13, I had learned what was Good and what was BAD.
I was about 5 or 6 when Full House ended and Saved by the Bell was gone (or unrecognizable) by the time I was 10 or 11. My 'rents already had me hooked on Seinfeld, Home Improvement, Lois and Clark, Frasier,and others long before I was 13 too. Man back then ABC had some really great comedies the whole family could enjoy: Roseanne, Coach, Drew Carey (okay so a little too perverse for youngsters), Spin City, Grace Under Fire, Family Matters, Boy Meets World, Step by Step. Lots of fun. NBC Thursdays were great too. We watched Friends, Jesse, Frasier, Veronica's Closet, and ER faithfully one season.
