As it has many times before, One Tree Hill outperforms the network darling Gossip Girl with very little press or fanfare. Or should I say, former network darling... I guess 90210 holds that title for now.

Given the increased HUT in the 9pm hour (vs 8pm), I think you are overstating the failure of Terminator/Gossip Girl and overstating the succees of One Tree Hill / Prison Break.
IMO, both CW shows are doing fine in their second week of the season and both FOX shows are already looking very weak (Terminator in its premiere and Prison Break in its 3rd weak performance).
Just remember last night was the first night of Monday night football on ESPN, and they had a double header so the games were on opposite everything in all the time zones. The numbers may go up a little next week for everything when only one game airs, and it only affects the eastern and central time zones.
Not surprised with The Sarah Connor Chronicles or Prison Break; FOX has had an interesting week; the two hour premieres of Bones and Fifth Grader were successful, but less could be said about Hells Kitchen and Prison Break. But I'm betting Fringe will be a success for FOX. But at least FOX will have more room for its midseason dramas (which they have plenty of). Maybe FOX could do 2hr wrap up finales for both shows in April/May, just to please the fans.
Gossip Girl and One Tree Hill are doing well for the CW; hopefully both shows can stay above 3mil (which I know isnt that likely with upcoming competition), but I think The CW has good counter programming against the other nets.
"CMA Music Festival: Country's Night to Rock," while not rated highly at all, isn't necessarily a "loser".
If I'm the network and I attracted 5.8m viewers (as opposed to the 2m-generating "Samantha Who?" repeats of the past couple weeks) to which to expose my fall networks promos, I'd consider that a pretty decent, low-cost maneuver. Nobody disagrees that 5.8m viewers and 1.7 18-49 isn't great. But it's a vast improvement over ABC's other Monday-night summer entries "High School Musical," "Wanna Bet?" and "The Mole" (not to mention the two-hour concert special ABC aired the night before that attracted 4.39m viewers and a 1.2 18-49).
In my mind, 40% viewership growth from its lead-in and 55% growth in 18-49 is worth something...
I think robert's point about Gossip Girl is a good one... The CW shelled out tons of cash on promotion for Gossip Girl this summer (ie - the trashy parents tv council ads). For it to be such a "buzzworthy" show in only its 2nd season, it has to be a bit of a disappointment, no matter how their press releases try to spin it.

But given that this is how its massively promoted expensively produced premiere did, against no first-run competition other than Gossip Girl and a flop special, you have to consider S2 a flop right out of the gate. Now it's just stuck waiting for DWTS and the rest of its timeslot competition to come around and terminate it.
Monday Night Football. Season opener... quite a big thing.
The whole point of doing a show like this is that people show up to watch it, REGARDLESS OF WHAT ELSE IS ON. It's supposed to be appointment TV, not "Is there a game on tonight?" TV.
Very bad numbers for Terminator. I hope this is the last season. For me the best thing about the show is the music composition. Dekker's acting is so terrible, it brings the show down. His character isn't well written, but a more talented and appealing actor could at least bring some life to the part.
Gossip Girl was SO boring! I don't even bother with OTH anymore, and PB was ok. Better than last season, but that isn't saying much.
