So what precisely, should NBC have done with "Raines"?
I agree that it seemed to have promise, but where on the anemic schedule (with the network's worst ratings in history the last few weeks) would you have put it?
Even "Heroes" -- the one true NBC "hit" this year (aside from the NFL) -- seems to be shedding viewers.
The only way I see that NBC might have saved "Raines" would have been to hold it until fall and then promote the heck out of it.
There was simply no way for NBC to fashion any kind of hit out of the current schedule mess.

Instead of wasting the ER hiatus with Black Donnelly's and comedy reruns, every episode of Raines should have aired in ER's timeslot. That would have given the show a chance to gain a following.

true. Both shows are similar in that their fans brag when the show occasionally isn't in last place.
They could have left it in the Thurs 10 pm slot or held it off until the fall. The could have at least given it the 1 vs. 100 lead-in on Friday. Sticking it behind Identity was a disasterous move.
