I think the 20/20 interview must have had an effect as Sanctuary was down to. It's still had good retention from Monk though.
Yeah, 20/20 drained a lot out of demo out of that 10pm timeslot. I wouldn't worry about White Collar. It still has good retention from Monk and it is hitting its stride and thankfully toned down Neal's know-it-all-ness.

Maybe the ratings will rebound, hope they do I guess, but from my standpoint, this show settled into boilerplate a little too fast.

I think you are right on with this. From the comments about White Collar on different boards, a lot of people loved the pilot episode and said episode 2 and 3 weren't as good. So while 20/20 could and probably did play a role, perhaps we're seeing some of that audience tune out because the episodes didn't live up to the pilot.
4 million is good for Friday and a cable show in general. However, USA Network does have the highest bar for renewal and are in the position to cancel shows that other cable networks wouldn't. To me, the 4 million isn't the concern, it's the 0.9 demo that seems low for USA Network. We'll have to see how it performs next week. USA Network shouldn't panic just yet and should ride it out.
Just as a general note, I saw episode 3 and to me it came across as having a lot of Burn Notice elements. If it comes back, I think USA Network should seriously consider pairing the two shows. I think it's a much better fit than Monk or Psych.
