I think he means because only 18 episodes of SCRUBS were ordered.

Also, in regards to NIP/Tuck's 22 episode order, that's for this fall and next year's episodes. Ryan Murphy (executive producer) indicated they'd likely air 14 in the fall, and the show would come back for a "sixth" season with the remaining 8, kind of like how HBO did Sopranos season 6 in two parts.

He also indicated that he might bow out after this 22 episode run, depending on how he feels when they wrap up the season.
