I don't understand why you swap Ugly Betty and Pushing Daisies. If PD didn't make it on Wednesday 8 with no competition, I don't see why it will be better on thursday night with more competition (Survivor, Are You Smarter...)
also, why to move B&S ? Do you want to kill the show ?
Jonathan, a lot of the "new series" you mention here (All Fall Down, The Middle, etc) are failed pilot from last year's development cycle that didn't get picked up. As far as I know, none of them are still considered for next season (even though I personally like several of them). The only new series you mentioned still in play is Life on Mars, which should have a good shot of getting picked up...
So since I've provided my post-strike Spring lineup and alluded to the Fall a few times, I might as well provide my proposed Fall lineup. Again, I went with the assumption based on reports that LOST's remaining 8 episodes of season 4 would be held till the Fall, and struggling freshman series that had previously received full-season pickups (Pushing Daisies, Dirty Sexy Money, etc) would be "relaunched" in the Fall. Then I added the most promising pilots/scripts of the upcoming development season, though there are a lot of uncertainties with that process (even more so than usual). Still, I think pilots Life on Mars, Literary Superstar, Section 8, Leap, Boundaries, and Cedric the Entertainer's untitled comedy stand a good chance to be picked up, as should the scripts for Cupid and Damon Wayans' untitled comedy.
So, with that in mind, and again, keep in mind this is very early, here's my proposed Fall lineup:
Mondays (Sep - Nov, Mar-May): 8:00 DWTS(90 minutes) 9:30 Samantha Who? 10:00 Private Practice new day/time (would keep Dancing and SW's viewers and strong demo)
Mondays (in Jan - mid-Mar): 8:00 Wife Swap 9:00 Samantha Who? 9:30 Literary Superstar new show 10:00 Private Practice
Tuesdays (Sep - Nov, Mar-May): 8:00 DWTS results 9:00 The Bachelor new day/time (do you see that, vlis? ) (essentially same lead-in as Mondays, but allows ABC to build up its Tuesday lineup) 10:00 Cupid new show, ties in great with The Bachelor, should keep momentum and fairly steady numbers throughout the night (BL is too old-skewing to be paired with Dancing and The Bachelor)
Tuesdays (in Jan - mid-Mar): 8:00 Pushing Daisies new day 9:00 Oprah's Big Give new day (I believe the upcoming Spring tryout will bring in Extreme Makeover:Home Edition numbers, allowing it to anchor a night while DWTS is off, something ABC fails to do today) 10:00 Cupid new show
Wednesday: 8:00 Life on Mars new show (if you've seen the BBC version you know this is a great show, and it should be a great companion to LOST) 9:00 LOST (back to its original day and most successful time, allows ABC to anchor another night -- should have 24 new episodes for 2008-09 [8 remaining fron season 4 plus 16 from season 5] ) 10:00 Section 8 (my favorite new show/pilot)

Brothers and Sisters is only holding 60% of Desperate Housewives' audience. ABC can do better and at the same time improve Wednesday's performance.

Section 8 will get picked up based on buzz and since relationship dramas don't work well after Grey's Anatomy, try sci fi.

Dirty Sexy Money is coming back in the fall according to ABC, although I think it should be dumped, so it can try to gain a foothold on Friday. Cupid at 10 is a risk but there isn't much on Friday at 10 and if the show is quality, it can start there and build a fanbase.

1. Cedric's new comedy is multicamera and will be a better pairing for the Damon Waynes comedy series. 2. 20/20 is no where to be found and will not be leaving the Friday 10pm perch anytime soon, nor should it. 3. Women's Murder Club is not an 8pm show. Let it continue to hurt CBS at 9pm. 4. I still don't see very many new shows next fall thanks to the strike (6 at most). That means Boston Legal and perhaps Eli Stone will be fall property. Maybe even Oprah's Big Give (Fridays?). 5. I don't think Dance Wars will be back unless things get nasty real quick next fall. The only show you have cancelled that still has a chance is Men in Trees.

I think ABC could have a strong 2008 if they change things a little bit.

If the other 8 episodes don't get shown this year, ABC should bring the show back in Mid October Back to Back episodes until Mid December. Then give a Four week break, Bring back in mid January for back to back episodes til mid may. Mix eli stone and pushing daisies will be a great mix. If the 8 episodes do air than 8-Pushing Daisies/ Life on Mars 9-Eli Stone/ Lost 10-Section 8
