From Variety -- it sounds like ABC's loss is CBS's gain:

Davis
Geena Davis is set to return to television, signing on to topline the just-greenlit CBS drama pilot presentation "Exit 19." Eye gave a thumbs up to the Jeff Bell-penned project Tuesday. Davis will play a quirky murder detective balancing her job as a Manhattan crimesolver with her role as a single suburban mom raising two kids on Long Island.
Bell will exec produce the project along with Davis, Gene Stein and Nina Wass. CBS Paramount Network Television is producing in association with ABC Studios.
Pickup comes just a few weeks after ABC Studios terminated its deal with Wass and Stein as part of a massive strike-related restructuring.
Davis' last TV role was as the first female president in ABC's "Commander in Chief." Eye entertainment prexy Nina Tassler has been trying to develop a project with Davis for several years. Exec and thesp are both grads of Boston U.

It certainly wasn't Davis's failure but it wasn't the network either, contrary to alot of conventional wisdom.
The show was losing steam before any exec prod changes and schedule changes. It benefited in October that year from HOUSE being off for baseball and when HOUSE returned, CHIEF'S ratings started to drop. I personally saw the show as a novelty that wore off quickly.
Davis is a good pickup for CBS and she can alone carry a decent show although this project sounds fairly low concept.
