I don't think ABC vs. CBS is the issue. Both networks have the problems.
ABC targets whimsical shows that can't pull a wide audience. The reason why ABC cancels almost everything first year out is because their ideas don't connect with a big enough audience. Critics may like them, but viewers don't.
CBS instead goes for shows that they know their viewers will like. It might not be the most innovative but it works. Whenever CBS tries something different, it fails. Even if they try to change their tone and go darker, like 11th Hour, it fails. They have a narrow scope of what the bulk of their audience will like.
How does ABC solve their problem? Pick more procedural, more stable based shows that people will actually watch. Life On Mars is a start. Castle should do well for them.
How does CBS solve their problem? Spinoffs. Use the familiar name of CSI, Criminal Minds, NCIS which will get the base watching. Now twist it so that new audiences will watch it. Make is slicker, more younger skewing.
