My REVISED Line-Up: My Schedule: Monday 8:00 - How I Met Your Mother 8:30 - The Big Bang Theory 9:00 - Two and a Half Men 9:30 - Old Christine 10:00 - CSI: Miami Tuesday 8:00 - NCIS 9:00 - New Drama 10:00 - The Unit Wednesday 8:00 - Rules of Engamament 8:30 - New Comedy 9:00 - Criminal Minds 10:00 - CSI: New York Thursday 8:00 - Survivor 9:00 - CSI 10:00 - Cold Case Friday 8:00 - New Series 9:00 - Ghost Whisperer 10:00 - Numb3rs Sunday 7:00 - 60 minutes 8:00 - Shark 9:00 - New Drama 10:00 - Without a Trace

Okay - so in some ways CBS is the hardest net to program - and also the easiest. The schedules stay the same on most nights with at most one show change here and there.
Monday: 8pm How I Met Your Mother (13 eps and see how we go) 8:30 Big Bang Theory (why fix what isn't broken?) 9pm Two and a Half Men 9:30 New Comedy OR Rules/Christine
Tuesday: 8pm NCIS 9pm New Show (The Man or the new Bruckheimer one with LL Cool J - maybe that is The Man lol?) 10pm The Unit (13eps) (will do MUCH better than anything CBS has put there lately - and hopefully the new show at 10 will do either better or at least the same as The Unit has - win win over all even if The Unit posts small declines).
Wednesday: 8pm Christine/Rules (13 eps each) 8:30 New Comedy [Note Amazing Race is ready to take over should this new comedy block not work!] 9pm Criminal Minds 10pm CSI: NY
Thursday: 8pm Survivor 9pm CSI 10pm WAT (I would never have moved WAT from Sunday at 10pm where it was doing exactly the same as it is behind CSI if not better and let this slot either boost Shark or launch a new show - but now CBS has done the move they have to stick with it in my mind).
Friday: 8pm Ghost Whisperer 9pm Moonlight (still a better option than C2Home due to its budget cost and reasonable demos) (13eps) 10pm Numbers
Sunday: 7pm 60 minutes 8pm New Show/Amazing Race if new show bombs (otherwise Wed night mid season) 9pm Cold Case 10 Shark (13 eps)
To re-iterate: HIMYM, Rules, Christine, Shark, The Unit and Moonlight all will have only 13 episodes! Obviously if new shows fail then most/if not all will be given full 22 ep orders (or thereabouts) but if new shows succeed a few of these show (some which I really like) will have to be culled.
New shows required: 2 new comedies + 2 new drama/reality hours for Fall and at least 2 drama/reality hours for mid season.

I'd cancel Shark and Rules and bring in more fresh programming to replace them. I'd also move Jericho to Showtime and allow it to be more R rated and gritty. You didn't mention Swingtown, but that would be another one better served by Showtime if it is any good (which is highly questionable from what I've read.) Sunday 7:00 - 60 minutes 8:00 - Eleventh Hour (NEW) / Amazing Race 9:00 - Cold Case 10:00 - Shark Another Bruckheimer show sounds like an ideal Cold Case companion.
Monday 8:00 - The Big Bang Theory 8:30 - How I Met Your Mother 9:00 - Two and a Half Men 9:30 - Rules of Engagement / Old Christine 10:00 - CSI: Miami Similar to what they tried in the fall, but with the first 2 comedies swapped like the are doing for the re-launch.
Tuesday 8:00 - NCIS 9:00 - The Unit 10:00 - Without a Trace (NEW TIME) The Unit can stay for now... Without a Trace, I think is the show that can break the Judging Amy curse.
Wednesday 8:00 - Flashpoint (NEW) 9:00 - Criminal Minds 10:00 - CSI: New York Give up on crap like Kid Nation or trying some comedies. Try Canadian produced series)
Thursday 8:00 - Survivor 9:00 - CSI 10:00 - The Man (NEW SERIES) CSI seems like the right place to try and launch a new show that will draw a younger audience.
Friday 8:00 - Ghost Whisperer 9:00 - Moonlight 10:00 - Numb3rs Everything here seems to be working fine. I wouldn't tamper with it just yet.

CBS is at a place where while they don't have numerous holes to fill, their franchises are getting old and the ratings for their established shows are on the decline. They may be the network most in need to debut fresh material that can bring in the numbers CBS is used to. CBS should pick up four to five dramas and two to three new comedies to add to their lineup throughout the year. Looking at the pilot development I'd pick up: Eleventh Hour The Tower One of The Mentalist or Exit 19, CBS doesn't need two additional cop shows to add to their already dominate cop show lineup One of Ny-Lon/Mythological Ex/ Meant To Be's if CBS is serious about courting the female demo. Although The Tower seems like it will skew heavily female also. Possibly Can Openers (if it can perform better than its test pilot stage) Single White Millionaire One or two out of My Best Friend's Girl/Worst Week/Mike Birbiglia

I think you hit on a good point about how while on the surface the holes aren't there this might be the time to get ahead of the curve with some fresh blood. Everything I've heard has THE MENTALIST and ELEVENTH HOUR in and TOWER (futon suddenly has dropped the "The" from the title, clerical error maybe?) certainly looks like a good variation on the crime theme involving reporters. Also, while you mentioned it as far as female demos, it may be female slanting but this premise and actresses like Pounder and Harden would slant it older female. As far as EXIT 19, I've heard little and it could be that CBS likes Geena Davis more than they like this show, the premise of which seemed a bit tame. This was not one of CBS's to begin with, also. The three other female slanters may well be of the younger slanting variety with, for example, Amy Smart in THE MEANT TO BE'S. SINGLE WHITE MILLIONAIRE had an interesting ring to it. It comes down to this - if they like some of these shows, they should not be hesitant to pull the trigger and cancel their current borderline shows as well as de-prioritizing a few returning shows out of choice periods to launch any promising newbies.

himymfan, your schedule is almost exactly what I think will happen. I think ultimately they're going to stand pat on Friday, but that's one of the closer decisions.

My REVISED Schedule:
Monday 8:00 - The Big Bang Theory 8:30 - How I Met Your Mother 9:00 - Two and a Half Men 9:30 - Rules of Engamament 10:00 - CSI: Miami I think the CBS Monday schedule is working just fine.
Tuesday 8:00 - NCIS 9:00 - Shark or The Unit 10:00 - Without a Trace Coin toss as to which bubble drama gets to stick around nested in the safety of NCIS and WITHOUT A TRACE. If Moonlight starts to fade, then test out the waters for one of them on Fridays.
Wednesday 8:00 - ELEVENTH HOUR 9:00 - Criminal Minds 10:00 - CSI: New York I'm tempted to move CSI: NY, but I don't want to do that to Criminal Minds. As for the starting show, when in doubt, pick a Bruckheimer show.
Thursday 8:00 - Survivor 9:00 - CSI 10:00 - The Man I'm doubtful Swingtown will hit, so how about giving another show the benefit of CSI as a lead in...
Friday 8:00 - Ghost Whisperer 9:00 - Moonlight 10:00 - Numb3rs Moonlight's return was adequate. I say let it come back, but with a 9 episode order to be safe.
Sunday 7:00 - 60 minutes 8:00 - Old Christine 8:30 - SINGLE WHITE MILLIONAIRE 9:00 - Cold Case 10:00 - TOWER CBS wants to expand its comedies, so start out with a one hour block on Sundays. Cold Case does great and TOWER is done by the Cold Case people, so give it a shot.

What is The Man? The only thing I could find is a short episode order done a while ago. I like your schedule Ginger. I agree that Tower and Cold Case seems like a natural pair and the two audiences would blend nicely. If not The Unit or Shark, I'd slide The Mentalist in there. I would be interested to see if CBS opens up Saturday to original programming. This could solve the problems of where to put Moonlight, The Unit, and Shark.

I thought about doing that because it might be hard promoting three new dramas. They could do some Price is Right until mid October and then do a new drama.

CBS had first run programing there (Touched by an Angel, Candid Camera, ect.) until 2005. If they could generate acceptable ratings and keep cost down, I think two of them can fill the repeat hours before 48 Hours Mystery. That would give The Mentalist a fantastic spot sandwiched between NCIS and Without a Trace. Maybe it could stand up to Dancing with the Stars: Results.
