"constant hour long episodes" ?
All of those episode where done in September and early October. They were only scheduled to have 5 hour episodes, 4 where used to kick off the season.

Airing a spin off while the parent series is either still on or just closed shop is the way to go. Capitolize on the popularity and branding of the verteran show.

There's also a Different World, which had 4 successful seasons and aired during the Cosby Show. Now there's Private Practice (which has had moderate success). NCIS is a spinoff of JAG, Stargate Atlantis has done well as a spinoff of Stargate SG-1 (And SciFi is developing a new spinoff, Stargate Universe). The Colbert Report is a spinoff (of the Daily Show) and Save By The Bell was a spinoff of Good Morning, Miss Bliss. And there's Bionic Woman of the Six Million Dollar Man.

And on the reality side, there's The Hills from Laguna Beach (which is now bigger than Laguna Beach) and The Surreal Life somehow spawned his spinoffs with: Strange Love, Flavor of Love, I Love New York, and Charm School.

So spinoffs can definitely work, it just has to be done right. And even the list above have shown that spinoffs have been made of even much less successful shows then The Office.

Don't forget Family Matters, which was a spinoff of Perfect Strangers.
