It will take several years for NBC to regain dominance, if they ever do.
They need to focus, this coming season, on staying above water and maintaining audience figures they have received for this season. They MUST NOT sink any further.
They need to keep all their stable shows, even after keeping the likes of Law and Order and Crossing Jordan, there will still be sufficient gaps in the schedule to warrant a hefty line up of new series.
NBC should focus on reinvigorating their established shows. Give fresh looks to tired shows like the Law & Order's, ER and Crossing Jordan. Shows like Scrubs need to be given their final swansong. I suggest a 13 episode final season of Scrubs returning at mid season and If Law & Order, CI or Jordan don't show improvement - they should be axed.
NBC need to establish themselves as the alternate network. That's the only way they will attract viewers.
They've shown the 'alernative' strategy can work with shows like Heroes and the game shows (except Identity). They need to look at CBS, ABC and FOX's schedules and realign their own schedule so that shows that target extremely identical audiences are not pitted against each other and alternate genre's are slotted in.
The Office going to an hour would not work and would spell the end of the comedy, which is currently experiencing low ratings itself.
